North Little Rock Public Records Map
North Little Rock public records are not housed in one place. Pulaski County keeps the main land, court, county-records, voter, and property systems. Arkansas agencies keep vital certificates, business entities, licenses, state inmate records, and registry data. The City of North Little Rock keeps municipal contacts, permits, code, boards, public documents, and local FOIA routing. Each row below shows the official custodian and first access channel.

Public does not mean every detail is online. DD-214 filings, protected voter addresses, sealed court records, recent vital certificates, and protected personal identifiers have limits. Arkansas FOIA opens many government records, but exemptions still matter.
North Little Rock Deed Access
For land-related public records, the Pulaski Clerk Real Estate Department is the main custodian. It records deeds, mortgages, plats, liens, leases, notary bonds, powers of attorney, and military discharge certificates. The department says real-estate-related documents become public records, except DD-214 military discharges, which are confidential and released only to the veteran, an authorized person, documented surviving heirs, or a veterans service officer with valid picture ID.

The key access fact is local and specific: Pulaski real-estate records are scanned back to 1819, but the website only allows review from 1994 to present. Older North Little Rock public records in this set require an in-person research appointment.

North Little Rock Records Offices
The public records offices below are the core access points for North Little Rock records. They also define the fallback chain when a portal is incomplete. Use the office that owns the record, because certification, correction, redaction, and older files do not move through search engines.
North Little Rock Court Records
North Little Rock court public records split between the statewide case portal, the local court, and the county records counter. Search ARCourts is the first online search for names and case numbers. The Arkansas Judiciary says public case information can include parties, judge, filings, charges and dispositions, future events, and judgments. Some public court records link to documents, but Administrative Order 19 keeps some information off the Internet.
Pulaski County Records is the certified-copy route. The county page says certified court documents bearing the clerk's seal cost $5 and can be picked up or mailed through USPS. They cannot be emailed. Mail requests should include party names and the document description and go to Pulaski Circuit and County Clerk, County Records, 401 West Markham St Ste 103, Little Rock, AR 72201.

Copy warning. A docket view is an index-level clue. A certified copy is the official county-issued document.
Property, GIS, and Tax Records
Property public records for North Little Rock run through the Pulaski County Assessor, ARCountyData, Pulaski GIS, PAgis, and the Treasurer/Collector tax portal. ARCountyData says the assessor sponsors a free public real-estate search. It reported 182,884 parcels and assessor data last updated July 10, 2026. That scale makes the property roll a major source for owner names, mailing addresses, situs addresses, exemptions, and parcel identifiers.

Use GIS to verify location before assuming a North Little Rock mailing city means a city office holds the record. County parcels, city limits, historic districts, and service areas can differ. The Argenta Historic District adds another layer because exterior changes in the defined downtown area require History Commission approval.

Vital Records and Eligibility
Vital certificates are public records only in a limited sense. Arkansas Department of Health birth records, death records, marriage records, and divorce records use state order procedures and eligibility checks. Ark. Code Ann. section 20-18-305 controls issuance. The research file records common public-release periods used by ADH and genealogy sources: births after 100 years and death, marriage, and divorce after 50 years.
ADH fees captured in the research include $12 for the first birth copy and $10 for each additional copy of the same record ordered at the same time. Death records cost $10 first copy and $8 additional. Marriage and divorce certificates cost $10 per copy. Online orders add a $5 standard processing fee and a $1.85 identity-verification fee plus shipping choices.

Request North Little Rock Public Records
The Arkansas Freedom of Information Act of 1967, Ark. Code Ann. section 25-19-101 et seq., is the main records law for city, county, and state records. The Arkansas Attorney General explains that public records are presumed open unless an exemption applies. Government entities generally have up to three business days to provide a requested record, and copy charges are limited to actual reproduction costs plus mailing expenses.

Use FOIA when a record exists but is not posted, such as older permit files, code records, meeting exhibits, police reports, or Laserfiche documents that do not surface in text search.
- Identify the custodian. Do not send a deed request to the city if the Pulaski Clerk records it.
- Check the posted portal first and save the exact name, case number, parcel, date, or document type.
- Submit the request through the city or county portal, by mail, or to the office contact named by the custodian.
- Ask for inspection, uncertified copies, or certified copies, since price and delivery can differ.
- If the office denies or narrows access, ask for the specific exemption and adjust the request if needed.
Lawful use. North Little Rock public records are open for lawful personal, family, property, and civic research. Do not use them to stalk, harass, threaten, or expose protected addresses.
Fees in North Little Rock Records
Pulaski County fees vary by record type. The Real Estate fee schedule cites A.C.A. section 21-6-306 and lists recording at $15 for the first page and $5 for each additional page. UCC filings start at $12 for the first page, with additional pages at 50 cents and a $100 maximum. County Records charges $5 for certified copies, $25 for DBA filings, and $5 for minister credentials.

Voter public-service reports are different: Pulaski's voter-registration fee schedule lists CD and email delivery at no charge, with paper copies at 50 cents for the first page and 25 cents for each additional page. ADH vital records have their own certificate and online processing fees.
Restricted North Little Rock Records
Some records are closed, restricted, or partly redacted even when a related index is public. DD-214 military discharges filed with the Pulaski Real Estate Department are confidential. Secure-voter addresses are not reproduced in voter-list formats unless authorized by law. DFA Address Confidentiality Program addresses are shielded behind statutory release rules. Court internet access excludes nonpublic information under Administrative Order 19. Sealed, expunged, juvenile, adoption, and protected-person records should be treated as closed unless a court order or statute opens them.
Recent deed-recording changes add another local caveat. Pulaski County announced that Act 752 of 2025 changed the deed-recording process beginning August 5, 2025. Certain deed submitters must present photo ID, with exemptions for attorneys, real-estate brokers and agents, financial-institution representatives, title insurance agents and agencies, the Commissioner of State Lands, government representatives, and government entities. Unredacted ID copies are filed under seal.
